Clifton Community Center Citizen Advisory Committee
Deadline for application: June 30, 2026
Term: Two years
Pursuant to Mesa County Resolution 2023-16.
The Clifton Community Center Citizen Advisory Committee helps organize community activities of a recreational, educational, or charitable nature.
Background check will be required upon appointment.

Fairgrounds and Community Events Foundation
Deadline for application: June 30, 2026
Term: Three years
The Fairgrounds and Community Events Foundation is a non-profit corporation organized exclusively for charitable and educational purposes to support and benefit the programs of the Mesa County Fair and Fairgrounds.
Background checks for appointed board members are required.

Noxious Weed Advisory Board
Deadline for application: June 30, 2026
Term: Three years
Pursuant to Mesa County resolution MCM 97-191 and amendment MCM 2010-091, the Mesa County Weed Advisory Board will make recommendations to the Mesa County Board of County Commissioners regarding a recommended management plan for designated noxious weeds, declare noxious weeds and any state designated noxious weeds to be subject to management, and undertake other tasks as requested. The Board shall consist of (7) seven members with five (5) voting members and two (2) of the members acting as alternates, all members serving three-year terms.
The members of each local advisory board shall be residents of the unincorporated portion of the County and shall be landowners of at least forty (40) acres.

Planning Commission

Term: Three years
Pursuant to C.R.S. 30-28-103. The Planning Commission function is to make, adopt, amend, or extend a master plan and zoning plan; to review general land use matters and make recommendations to the Mesa County Board of Commissioners. Upper Grand Valley Pest Control District
Deadline for application: June 30, 2026
Term: Fulfilling a vacancy with a term ending 2029. Petition renewals are for ten years.
Pursuant to C.R.S. 35-5-105. Title 35. MCM 99-33 establishes a Pest Control District Advisory Committee.
- The purpose of the District is to protect commercial growers from insect, disease, and weed infestations as per C.R.S. Title 35, Article 4, the “Pest Control Act”.
- Enforcement is accomplished through the Mesa County Horticulture Pest & Weed Representative.
- The Representative enforces the law, responds to complaints, makes sure that neglected or unmanaged fruit trees are cared for or removed, inspects nursery stock, educates the public, and identifies and manages weed infestations.
- An Advisory Board made up of area growers assists the Inspector and directs the operation of the District.

Descriptions of boards and commissions (no vacancies)
The Agricultural Advisory Panel investigates complaints relating to an agricultural use and prepares a recommendation to assist the Mesa County Board of Commissioners in their consideration of agricultural related complaints.
The Board of Adjustment is responsible for hearing appeals of administrative decisions and reviewing zoning variances.
The Mesa County Board of Health is charged with setting public health policies, working with the Mesa County Public Health Director, and advising the Mesa County Board of Commissioners to ensure that appropriate and necessary efforts are in place and public health policies are being addressed. The Mesa County Health Department administers programs and services that protect the health of Mesa County residents.
The Building Code Board of Appeals may make special exceptions to the terms of the building code, and formulate suggested amendments to the building code for consideration by the Mesa County Board of Commissioners.
The Clifton Community Center Citizen Advisory Committee organizes community activities of a recreational, educational, or charitable nature to be held at the new Clifton Community Center.
The Collbran Cemetery Board acquires, holds, and conveys real and personal property for cemetery purposes.
The CSU Tri River Area Advisory Committee assists local extension personnel in planning, developing, implementing, and evaluating programs and performance.
The Community Corrections Board establishes priorities, standards, long-range plans, and financial support for Mesa County correctional services.
The CSBG Committee advises the Mesa County Board of Commissioners concerning the administration of the Community Services Block Grant Program.
The De Beque Community Center Citizen Advisory Committee organizes community activities of a recreational, educational, or charitable nature to be held at the new De Beque Community Center.
The Elmwood Cemetery Board acquires, holds, and conveys real and personal property for cemetery purposes.
The EMS Council is charged with advising the Mesa County Board of Commissioners on matters related to Emergency Medical Services, and improving emergency medical services across Mesa County.
Fairgrounds and Community Events Foundation
The Fairgrounds and Community Events Foundation is a non-profit corporation organized exclusively for charitable and educational purposes to support and benefit the programs of the Mesa County Fair and Fairgrounds.
The Floodplain Board of Appeals hears and decides appeals and requests for variances and appeals to decisions by the floodplain administrator regarding interpretation of floodplain boundaries, issuance or non- issuance of a floodplain development permit.
The Grand Junction Regional Airport Authority Board is charged with setting policy and overseeing the operations of the Grand Junction Regional Airport; ensuring compliance with its bylaws, the State of Colorado Public Airport Authority Law, and with FAA regulations.
The Mesa-Molina Cemetery Board acquires, holds, and conveys real and personal property for cemetery purposes.
The Mesa County Executive Fair Board plans, manages, and conducts various programs to produce the Mesa County Fair.
The Mesa County Libraries Board of Trustees governs the Mesa County Public Library District. The Board of Trustees adopts and oversees the budget, bylaws and policies; conducts long-range planning; and hires and evaluates the library Director.
Mesa County Regional Opioid Abatement Council
The Mesa County Regional Opioid Abatement Council (MCROAC) formulates and submits a two-year regional plan, oversees the implementation of that plan, and ensures required reporting and auditing on an annual basis for all MCROAC funds distributed to the region is completed.
The Noxious Weed Advisory Board develops a recommended management plan for designated noxious weeds, and to declare noxious weeds and any state designated noxious weeds to be subject to management.
The Mesa County Planning Commission adopts the Master Plan for future Development of unincorporated Mesa County, reviews general land use matters and makes recommendations to the Mesa County Board of Commissioners based upon the Mesa County Land Development Code and Master Plan.
The UPGVPCD makes recommendations to the Mesa County Board of Commissioners to protect the district from being invaded by noxious weeds, insect pests, or plant diseases injurious to agricultural crops, trees, fruits, or pasture.
